The European states in which the WHO claim to be seeing a resurgence in the virus are:

Moldova
North Macedonia
Azerbaijan
Kazakhstan
Albania
Bosnia-Herzegovina
Kyrgyzstan
Ukraine
Kosovo
Sweden 

Tho’ a little surprised by the absence of any Baltic state, I had credited the WHO with more subtlety than that.

With the exception of Sweden (which needs punishment for their defiance of WHO guidelines), this is a laundry list of the locales where the UN seek to expand themselves as arbitrators against Russia and can reasonably expect to do so.

Georgia is already onboard. Turkey is too powerful.
